Debenham Energy was started in 2004 to fill an underserved niche market utilizing "mid sized" wind turbines in Distributed Generation (DG) or "behind-the-meter" applications. They provide a complete range of wind energy services including site evaluation, equipment selection, procurement, turbine installation and extended equipment operations, maintenance and repair. The owner and founder, Scott Debenham has over 20 years in the energy industry including Nuclear (Navy Submarines), Gas Turbines (Solar Turbines Inc), Energy Savings Performance Contracting (Planergy/EMI and NORESCO) and for the last 3 years the distributed generation wind market. Scott managed the development of the self financed hybrid renewable (wind and solar PV) project at the Victorville Federal Prison.

PA has served as the technical assistance contractor under the USAID/Jamaica funded Environmental Audits for Sustainable Tourism (EAST) project from 1997 – 2005, and the Rural Enterprise for Agriculture and Community Tourism (REACT) from 2006-2008. In 2009, PA completed a wide range of consulting assignments for the Ministry of Tourism, Ministry of Health, Ministry of Education and Ministry of Justice. PA also worked with private sector leaders such as Sandals Resort International to provide corporate environmental management services.

In addition, PA Consulting have recently partnered with APS Limited in effort to provide public sector energy efficiency and conservation investment program for Jamaica.
